It gives Scheme Success Chance +5%, Scheme Phase Length 5 days faster per Scheme Phase. The script puts it on a scheme. 2 places in the game's script add it, among them Funny Talk (event bp2_yearly.8010) and In My Image (event bp2_yearly.8000). Patch 1.20.1.2, from game/common/modifiers/05_bp2_modifiers.txt.
