Bested Rival (modifier ID bested_rival_modifier) is a named modifier in Crusader Kings III, in the Friends and Foes files. It gives Diplomacy +1. The script puts it on a character. One place in the game's script adds it: A Fool's Feast (event bp1_yearly.3202). Patch 1.20.1.2, from game/common/modifiers/01_dlc_bp1_modifiers_chad.txt.
