It gives Popular Opinion -5, Monthly county control decline -0.1/month. The script puts it on a county. One place in the game's script adds it: A Romantic Revenant (event epidemic_events.1010). Patch 1.20.1.2, from game/common/modifiers/06_ce1_modifiers.txt.
