A Ruler who controls the majority of a not-yet-created Title's De Jure land will be able to create its associated Title. Creating a Title costs Gold, but gives Prestige.
Only Duchy, Kingdom or Empire tier Titles can be created.
The Issues widget contains a list of all Titles which you can currently create.
