A Civilian Governor is a Governor with civilian Subject Obligations. Unlike Military Governors, they are unable to field Title Men-at-Arms and focus solely on administrative tasks and to develop the land they govern.
Characters who pursue a Civilian Career Path can become Civilian Governors.
