The Emperor and the 7 Prince-Electors can nominate a Title Heir from among themselves, Legitimate children and siblings of the Emperor, and major De Jure Vassals of the Empire.

If a preferred Elector Title is held by infidels, is outside the Realm, or is destroyed, another De Jure Vassal will take its place. This Succession Law places a significant importance on Faith and Piety.
