Confederation Elective
Confederation Elective is a title succession law in Crusader Kings III: The Ruler and all direct Vassals can nominate a Title Heir from among themselves and the Close Family of the ruler. Voting Strength is primarily determined by Level of Fame, Level of Devotion, and number of Count-Tier Vassals. Passing it costs 500 prestige before modifiers. Patch 1.20.0.3, from game/common/laws/01_title_succession_laws.txt.
